Legislative Expression of"the Synergistic Effect of Pollution Reduction and Carbon Reduction"in the Ecological Environment Code under the Goal of the Carbon Peaking and Carbon Neutrality
The codification of China's Eco-environmental code should not only systematize environmental legislation,but also incorporate the results of the reform of the institutional mechanism of ecological civilization,so as to provide rule of law safeguards for China's"carbon peaking and carbon neutrality"strategy.To realize the goal of"carbon peaking and carbon neutrality","carbon reduction"is the strategic direction,and"the synergistic effect of pollution reduction and carbon reduction"is the key path.The construction of the rule of law for"carbon peaking and carbon neutrality"should uphold the holistic concept of the rule of law,emphasize the relevance of the object of adjustment,and highlight the synergy of the governance system.The existing legal normative system of pollution reduction and carbon reduction has not established the overall concept of the rule of law of the collaborative governance of pollution reduction and carbon reduction,and has not taken greenhouse gas emissions as the object of adjustment,and the collaborative governance system of pollution reduction and carbon reduction is lacking.It is in urgent need of targeted institutional innovation,while also responding to the multilevel composite relationship of synergistic effects of pollution reduction and carbon reduction.The Book Pollution Control in the Eco-Environmental Code should realize the innovation of the system of collaborative governance of pollution reduction and carbon reduction in several aspects,such as updating the concept of legislation,improving the general system of pollution control and the system of special chapter on air pollution control.
