Metaverse is a new scenario for digital regulation.Metaverse is full of risks and needs to be regulated urgently.The Metaverse governance faces challenges in ethics,rules and regulation,which are specifically reflected in such aspects as subjectivity,algorithmic justice,and data ethics.These are also difficult problems in digital regulation,and also appear in application scenarios such as artificial intelligence.It is necessary to design rules based on the Metaverse's governance dilemma.The involvement of domestic rule of law,foreign-related rule of law,international rule of law ensures the wide coverage,high efficiency and systematization of the Metaverse governance and rules.While ensuring the realization of human value,digital regulation needs to promote the digital economy and digital rule of law.
