At a time when the prison law is undergoing its first true revision in thirty years,people have a universal expectation of building a modern prison civilization.Obviously,the revision of prison laws should respond to the general expectations of the society.Therefore,the questionnaire survey method is adopted to collect survey questionnaires from two levels:expert evaluation and public evaluation.Then by applying the confirmatory factor method,a modem prison civilization index is compiled objectively.Based on the evaluation conclusion,suggestions are proposed for the revision and improvement of the prison law to build a highly modernized prison civilization.Firstly,the basic principle of personal dignity should be added,and inmates should be granted administrative litigation rights to build a highly civilized treatments system for inmates.Secondly,to build highly modernized and civilized prison facilities,it is necessary to achieve a transformation from a quantity based approach to a quality based approach based on food and clothing.Thirdly,to build a highly modernized prison law enforcement civilization,it is necessary to establish the principles of proportionality and equal treatment.Fourthly,we will build a highly modernized prison transform civilization,with the addition of measures to ensure that inmates are reintegrated into society after their release.
