In the context of urban and rural integration,it is an inevitable trend and choice that factors such as urban and rural capital and talents which flow to the countryside,and it is also a key step for high-quality integrated development of urban and rural.In the process of urban and rural capital,talents and other factors which flow to the countryside,there are some unbalanced questions such as the equity imbalance of urban and rural factors allocation and the development imbalance of urban and rural spatial factors which restrict the reliability and validity of factors to the countryside.In order to solve these problems,viewing them from the perspective of spatial justice is indispensable.Based on the risk analysis of typed factors which contains the lack of capital,the flow of talents,the lack of technological capability and so on,the root causes of problems which result from unbalanced risks for the flow of urban and rural factors such as capital and talents should be deeply retrospected by analysing unbalanced problems that exist in the flow of urban and rural factors such as capital and talents,so that unbalanced risks of factors such as urban and rural capital and talents which flow to the countryside can be prevented and dissolved.With the thinking for perfecting current legal institutions and intensifying important legal institutions,providing approaches of rule of law for enriching legal institutions is research focus.
