By utilizing the"space"metaphor,international law has projected traditional spatial norms into cyberspace,facilitating a transition from"international law"to"international law in cyberspace".While this metaphor has shaped the framework through which countries recognize that"international law applies to cyberspace",leading to doctrinal expansion,it has also,to some extent,obscured underlying power dynamics,oversimplified the differences between physical space and cyberspace,and introduced structural uncertainties in the application of international law to cyberspace.In response,this study advocates for a return to a United Nations-centered multilateral law-making approach at the international law level.Under the premise of an inclusive and principled multilateral dialogue framework,it proposes innovative mechanisms for developing international law in cyberspace within the UN framework.For China,it is essential to implement a comprehensive strategy by conducting multidimensional metaphor interpretations,enhancing capabilities in cyberspace,and promoting multilateral law-making under the UN framework.
