The administrative process of new psychoactive substances is the coupling of many administrative acts,including authorization and confirmation,the realization of drug administration,rights relief and supervision,covering the different contents of norm-behavior-relief.Generally speaking,the current administrative process of new psychoactive substances is mainly inadequate in the stages of normative system,organizational structure,governance means,administrative procedures and legal supervision procedures.For this reason,it is necessary to establish a new administrative governance model of psychoactive substances with police administration as the core,starting from the basis of administrative governance,administrative organizational structure,specific means of expanding governance,basic administrative procedures,supervision and relief,to further improve the administrative governance system of new psychoactive substances.
