The Logical Approach and Risk Regulation of Predictive Policing to Empower National Security Intelligence Work
Predictive policing has become the main driving force for public security organs to obtain intelligence in the digital age,and is widely promoted in police intelligence work around the world.This kind of policing practice realizes the front-end prevention of crime,the deployment of police force and the investigation of crime by changing the production factors of intelligence,eliminating the uncertainty of situation cognition,and participating in the formulation of strategic plan.However,in the work of enabling national security intelligence,predictive policing still has many problems,such as"the risk of discrimination against citizens caused by algorithmic bias"and"the risk of abuse of power by using predictive policing".It can be dispelled in the two dimensions of regulation dimension and regulation path.The former includes:in the purpose of regulation,take the protection of collective legal interests as the core;in the concept of regulation,focus on the protection of potential victims;in the direction of regulation,fully protect the relief rights of citizens.The latter includes:define the regulatory body of the algorithm in advance,establish the contract system of the algorithm in the event,and define the subject of liability afterwards.
