"Tong-Qiu"("统酋")was a position of managing the Hu tribe in the Northern Wei,with dual attributes of tribal commander and dynastic official,was generally held by the Qiu-Hao(powerful families)of the Hu people.And it was one of the measures taken by the Northern Wei to weaken the power of these families.In the early period of Northern Wei's occupation of the middle and upper reaches area of Jing River,many Hu tribes were preserved,and some Qiu-Hao were incorporated into the management system through being knighted and official appointments,the force of Qiu-Hao was stronger than that of Han people.As the rebellion of Jin Ya,Tu Ge Lu Naluo,Lushuihu Liu Chao and others were suppressed,and the Hu tribes gradually disintegrated,the power of the Qiu-Hao gradually weakened.During the Yanxing period,when Huangfulin was appointed as the Tong-Qiu,the force contrast between Hu and Han in Jingzhou had already changed.In the early 6th century,the local powerful Han people became the dominant power in Jingzhou's regional politics.
