On Sheng Di and Ethnic Group Governance in Borderland Areas in the Song Dynasty
In the complex borderland governance policies of the Song Dynasty,great emphasis was placed on the construction and development of Sheng Di(省 地),especially in the intersection areas of southern ethnic groups.Through measures such as setting up Bao and Zhai,establishing Tuntian,and distributing land uniformly according to population,the Sheng Di prospered and developed,exhibiting the social characteristics of"Yi""Xia"settlement,circle distribution,and differential governance,becoming an important field for the governance of southern ethnic groups and the integration of diverse ethnic groups in the Song Dynasty.Sheng Di of the Song Dynasty highlighted the transformation of the"Jimi system"since the Tang Dynasty,opened the way for provinces in the Yuan Dynasty to simultaneously govern the"barbarians"and the hinterland system.
