重庆近郊小城镇剩余空间潜力评价及激活策略

在新型城镇化高质量发展和宜居小城镇建设的背景下,小城镇剩余空间品质低下、利用低效、未能满足居民日常生活需求等问题渐受重视,如何有效激活剩余空间成为小城镇"存量更新"的关键议题.文章运用个案研究法、实地调查与访谈、量表评分法等方法,以重庆近郊峡口镇为例,对其剩余空间进行系统识别;通过梳理国内外剩余空间相关评价的研究进展,构建包含可达性、安全、环境与尺度 4 方面因素的小城镇剩余空间潜力评价体系,对峡口镇剩余空间进行潜力分级评价并提出针对性的激活策略.结果表明:峡口镇剩余空间潜力普遍较低,其中高潜力剩余空间数量最少,中潜力剩余空间最多;评价指标中的空间环境因素对峡口镇剩余空间潜力造成了较大的消极影响.因此,对服务设施、植物景观、地面铺装、视线感受与卫生条件开展优化提升将会作为峡口镇剩余空间激活的重点.
Evaluation and Activation Strategy of Residual Space Potentials of Small Towns in Chongqing's Suburb
In the context of the high-quality urbanization and the construction of livable small towns,more attention has been paid to the problems rising in the development of small towns,such as low quality of residual spaces,inefficient utilization,and insufficient capacity to meet the daily needs of residents.How to effectively activate the residual spaces is a key topic for the"Inventory Update"of a small town.Using the methods of case study,field investigation and interview,and scale rating,the paper systematically identifies the residual space of Xiakou Town at the suburb of Chongqing,and constructs the evaluation system for small town's residual space potentials in terms of accessibility,safety,environment and scale by reviewing the research progress in the evaluation at home and abroad.The system is used to scale and evaluate the residual space potential in Xiakou Town,and the targeted activation strategy is put forward.The results show that Xiakou Town has low potential in residual spaces,while the number of the residual spaces with high potential is generally small and the residual spaces with medium potential is the largest in number.The factor of spatial environment has a high negative impact on the potential in residual spaces in the town.Hence,the optimization and improvement of service facilities,plantscape,pavement,visual perception and sanitary condition will be the essential mission of Xiakou Town to activate the residual spaces.
