摘要
开展森林城市建设是我国科学推进国土绿化、建设美丽中国、促进人与自然和谐共生的一项重要实践创新.基于国家森林城市的发展历程和建设成效,从时间和空间两个方面对国家森林城市的分布特征进行梳理,并总结国家森林城市管理体系完善和标准体系构建过程中所遵循的"时代性与政策性""科学化与精准化"等原则,最后从建设全域森林城市和森林城市群、加强谋划布局和动态管理及注重城乡绿化一体化 3 个方面阐述新时代国家森林城市高质量发展的方向.
Abstract
Building forest cities is an important innovation adopted by China to advance land greening,build a beautiful China,and promote harmonious coexistence between humans and nature in a science-based way.Based on the development process of national forest cities and the effects achieved,this paper reviews the distribution characteristics of national forest cities from the spatio-temporal perspective,and summarizing the principles of epochal requirement,policy orientation,science evidence and precision,which have been followed in the improvement of the national forest city management system and the construction of standard systems.At the end,the paper elaborates on the direction of high-quality development of national forest cities in the new era from the three aspects of construction of macrocosm forest cities and forest city clusters,the coordination of planning and dynamic management,and the emphasis on the integration of urban and rural greening.
