A Comparative Analysis of Urban Forest Practices Based on Nature-Based Solutions Between China and the EU:A Case Study of Beijing in China and Brussels in Belgium
We explored the application of NBS and UF-NBS through a comparative analysis of Beijing in China and Brussels in Belgium, aiming to lay a foundation for the localized application of NBS and UF-NBS in a broader range. The main findings indicate that due to the difference in natural conditions,Beijing prioritizes the large-scale afforestation projects in urban forest development, with the focus on ecosystem restoration, while Brussels puts the focus on biodiversity conservation in its UF-NBS project. In terms of governance,Beijing adopts the government leading governance characterized with interconnected joint actions of various authorities, while Brussels employs a complex governance system that involves urban planners and citizens, with relatively high public participation. In this sense,China's experience in large-scale urban forest establishment could provide an effective reference for Brussels, but need to learn from Brussels'experience in public participation.China should further improve citizens'recognition and acceptance of UF-NBS,and encouraging citizens to participate in and supervise the entire process of UF-NBS planning, design, construction, management, protection and renewal. This would help make urban forest development a public social endeavor.
