Boundary and Elasticity:Institutional Logic of Educational Evaluation Reform in the New Era
The reform of educational evaluation in the new era needs to strengthen the two-way path of cognition and implementation at the institutional level,which is exactly in line with the two main dimensions of institutional research concerned by the new institutionalism theory,one is the institutional analysis of cognition,the other is the institutional change of practice.Therefore,on the basis of the new institutionalism theory,the reform of educational evaluation in the new era needs to follow the two-level logical framework of"boundary-elasticity"corresponding to the two-way path of"cognition-execution"of the system.At the cognitive level,through the relevant theoretical analysis of institutional analysis,it is found that the institutional cognition of educational evaluation reform in the new era should be based on the boundary logic,that is,the executive subject should clarify the"multiple"value boundary at the institutional value level,the"normative"power and responsibility boundary at the subject level,and the"limited"technical boundary at the technical level,so as to shape the rational cognition of the system.On the practical level,through the relevant theoretical analysis of institutional change,it is found that the implementation of the educational evaluation reform in the new era should be based on the elastic logic,that is,uphold the elastic concept before the implementation of the system,carry out the elastic practice during the implementation and carry out the elastic evaluation after the implementation,so as to promote the full implementation of the educational evaluation reform in the new era.
