The Realistic Dilemma and Strategic Choice of Quality and Balanced Development of Compulsory Education in China
Quality and balanced development of compulsory education is a new goal and a new task in the development of compulsory education in China.Quality and balanced development of compulsory education and urban-rural integration are two closely linked dynamic processes that are interdependent, mutually reinforcing and integrated.Due to the long-standing gap between urban and rural areas in terms of economic development, institutional mechanisms, social culture and resource allocation,China is still facing the dilemmas of utilitarian evaluation of compulsory education, superficial collaboration among multiple subjects, loss of cultural heritage in the countryside, and unequal input of hardware and software resources in the process of promoting quality and balanced development of compulsory education in China. In order to solve these dilemmas,it is necessary to clarify the internal logic of the balanced development of compulsory education from the perspectives of value guidance, policy promotion, cultural identity and historical tendency, and then build a logical structure for the balanced development of compulsory education in urban and rural areas,so as to provide strategic choices for the integrated development of urban and rural areas in China's compulsory education.
