高校教育数字化治理发展与模式构建

当前国家大力推进教育数字化战略行动,高校纷纷加大数字新型基础设施建设、扩大信息系统覆盖面、推进管理应用,并在教育治理中取得明显成效.然而,由于较多高校缺乏对教育数字化治理发展态势的清晰把控,尤其是缺乏借鉴指导性的教育数字化治理建设模式架构,导致信息化基础设施重复建设、系统整合不足、数据共享不畅、应用体验不佳等问题日益突出.为此,研究首先在文献调研的基础上分析了当前教育数字化治理发展存在的问题和挑战;其次,采用案例分析法设计了教育数字化治理优秀案例的观察指标纬度;然后,针对教育部征集的62个相关优秀应用案例进行分析,并呈现了各维度的发展趋势;最后,在案例分析的基础上,提出了教育数字化治理建设发展的模式架构,以期为高校教育数字化治理的建设和发展提供借鉴.
The Development and Model Construction of Educational Digital Governance in Universities
Currently,the government is vigorously promoting the educational informatization strategy action.Universities are increasing new infrastructure construction,expanding the coverage of information systems,promoting management applications,and achieving significant results in educational governance.However,due to the lack of clear control over the development trend of educational digital governance in many universities,especially the lack of reference and guidance for the model construction of that,so the problems such as redundant construction of information infrastructure,insufficient system integration,hard data sharing,and poor application experience are becoming increasingly prominent.Therefore,firstly,this study analyzed the problems and challenges in the current development of educational digital governance based on literature research.Secondly,this study designed the observation index dimensions of excellent educational digital governance cases using case analysis method.Then,this study analyzed 62 related excellent cases collected by the Ministry of Education,and presented development trends in various dimensions.Finally,this study proposed a model construction of educational digital governance based on the case analysis,in order to provide reference for the development of educational digital governance in universities.
