新时代教育数字化转型的成效、方向与策略

党的二十大、二十届三中全会就统筹推进教育科技人才体制机制一体改革,加快建设高质量教育体系、优化区域教育资源配置、推进教育数字化作出了重大战略部署.按照党和国家推进教育数字化总体要求,在新时代教育数字化发展变革取得显著成效基础上,还不同程度存在优质教育技术与资源供给不足、局部地区低水平重复建设缺少统筹、教师数字化应用推动激励不够充分等问题.该文通过研究比较、梳理归纳国内外教育数字化有关政策、宝贵经验,深入研究教育数字化转型的方向与策略,坚持办学方向、育人目标、问题导向,更加关注重构、关注生态、关注应用.为更好地服务教育均衡、师生发展、教育治理,提出了优化资源配置、增强联通融合、拓展分析应用、提升能力素养、把握比较优势等建议举措,以期对推进教育数字化系统集成形成新质生产力、促进数据整合共享和规模应用、加快完善基本公共教育服务供给机制,有力促进薄弱地区和学校共享优质教育资源,使教育数字化成为助推教育现代化的重要驱动和有力支撑,不断深化以数字化牵引教育现代化产生有益影响.
The Effectiveness,Direction and Strategies of Digital Transformation of Education in A New Era
The 20th National Congress of the Communist Party of China and the Third Plenary Session of the 20th Communist Party of China(CPC)Central Committee have made major strategic arrangements for promoting the reform of the educational science and technology talent system and mechanism,accelerating the construction of a high-quality education system,optimizing the allocation of regional educational resources,and promoting the digitalization of education.In accordance with the overall requirements of the Party and the State to promote the digitalization of education,on the basis of the remarkable achievements in the development and transformation of digital education in the new era,there are still problems such as insufficient supply of high-quality educational technology and resources,lack of coordination of low-level duplicate construction in some local areas,and insufficient incentives for promoting digital application of teachers.This paper studies and compares,sorts out and summarizes the relevant policies and valuable experiences of digitalization of education at home and abroad,and deeply studies the direction and strategy of digital transformation of education,adheres to the direction of running schools,the goal of educating people,and the problem orientation,and pays more attention to reconstruction,ecology,and application.In order to better serve educational balance,teacher and student development,and educational governance,this paper proposes measures such as optimizing resource allocation,enhancing connectivity and integration,expanding analytical applications,improving capabilities and literacy,and grasping comparative advantages.It is hoped that these measures will promote the integration of educational digital systems to form new quality productivity,promote data integration and sharing,and large-scale application,accelerate the improvement of the basic public education service supply mechanism,effectively promote weak areas and schools to share high-quality educational resources,and make educational digitalization an important driving force and strong support for promoting educational modernization,and continuously deepen the beneficial impact of digitalization on educational modernization.
