摘要
生物安全是国家安全的重要组成部分和保障.海关作为维护国门安全的监督管理机构,担负着维护国门生物安全的重要职责.本文在阐述生物安全意义的基础上,分析了当前海关生物安全防控工作现状及其在顶层设计、科技支撑能力、人才队伍建设、监测网络体系、应急处置机制等方面存在的问题或不足,进一步探讨了海关在全面推进社会主义现代化建设过程中加强生物安全的举措,从提升生物安全战略思维意识,提高生物安全领域科技支撑能力,加强生物安全领域人才队伍建设,完善生物安全监测网络体系,健全应急管理体系等方面进行了思考,以期为海关加强生物安全工作提供参考.
Abstract
As biosecurity is an important component and guarantee of national security,national-gate biosecurity is a key responsibility undertaken by the Customs acting as an authority supervising and managing the safeguard of national security.In the paper,the significance of biosecurity was described,current biosecurity prevention and control efforts made by the Customs as well as its shortcomings or gaps in top-level design,technological support capabilities,construction of talent teams,monitoring network system,emergency response mechanism and other aspects,were analyzed,the measures taken by the Customs to strengthen biosecurity during the comprehensive promotion of socialist modernization construction were discussed,followed by considerations on such factors as improving the awareness of biosecurity strategic thought,the technological support capacity in the field of biosecurity,the construction of biosecurity teams,biosecurity monitoring network system and emergency management system,with a view to providing a reference for the Customs to strengthen its biosecurity mission.
