摘要
动物疫病监测数字化改革是提升动物疫病监测预警、应急处置和闭环管控能力,优化和升级动物疫病监测体系的重要手段.浙江省通过流程再造、制度重塑,构建全省动物疫病监测系统,设计开发任务下达、样品采集、样品接收、样品检测、结果上报、数据应用等6大业务模块,打通了疫病监测全环节业务流和数据流,通过与养殖、流通、屠宰、无害化处理等畜牧全产业链业务协同和数据共享,实现了动物疫病无纸化采样监测,有效提升了监测数据采集质量,确保了监测工作源头可溯、过程可查、结果可用,为动物疫病防控政策制定提供了可靠数据支撑.
Abstract
Digital reform to animal disease monitoring is considered as an important means to improve the capacities for animal disease monitoring and early warning,emergency response and closed-loop control,optimize and upgrade animal disease monitoring system.In Zhejiang Province,an animal disease monitoring system at provincial level was constructed through regeneration of processes and reconstruction of system,including six operation modules:assigning tasks,collecting samples,receiving samples,testing samples,reporting results and applying data,opening up the whole operation links of disease monitoring and data flow.Paper-free sampling and monitoring were realized through collaboration and data sharing with the whole livestock industry including breeding,movement,slaughter and bio-safety disposal,which effectively improved the quality of monitoring data collection,and ensured traceable sources,verifiable process and accessible results,supporting the development of policies on animal disease prevention and control with reliable data.
