摘要
为更好地服务我国羽绒毛产业的发展和企业的进出口贸易,分析了2020-2023年我国羽绒毛原料进出口贸易数据,简要梳理了海关对进境羽绒毛原料的检疫监管措施,讨论了当前进口羽绒毛原料的意义,存在的品质与卫生安全问题,以及国际组织和我国海关的检疫监管要求及措施.近年来,我国羽绒毛原料进口体量总体上在不断增长,已成为我国羽绒毛产业的重要组成部分和关键环节,在维护行业供应链完整和市场稳定中发挥着重要作用.进口羽绒毛原料的品质和卫生安全问题应引起业界和监管部门的共同关注.海关在促进羽绒毛原料进口贸易便利化的同时,应通过加强检疫监管,阻止禽流感、新城疫等重大疫病随贸易传入,以保障我国养禽业和羽绒毛产业的健康发展.
Abstract
In order to facilitate China's down feather industry and enterprises'import and export trade,data about trade of raw down feather in China collected from 2020 to 2023 were analyzed,quarantine supervision measures taken by the Customs on the imported raw down feather were reviewed,the significance and problems present in the quality,hygiene and safety of current imported products as well as the quarantine supervision requirements and measures taken by international organizations and China's Customs were discussed.In recent years,the import of raw down feather has been increasing in general as an important component and key link of China's down feather industry,greatly contributing to the integrity of industrial supply chain and market stability.The issues of quality and hygiene safety of imported raw down feather should be commonly concerned by both the industry and regulatory authorities.When the import of raw down feather was facilitated by the Customs,the industries of poultry and down feather should develop well with guarantee provided through strengthening quarantine supervision and preventing any introduction of avian influenza,Newcastle disease and other major diseases accompanying trade.
