摘要
随着城市宠物经济的发展,宠物诊疗投诉举报越来越多.本文中,以我国 2023 年华中地区某市宠物诊疗活动投诉举报情况为例,梳理了宠物诊疗环节投诉举报涉及的诊疗机构资质、执业兽医资质、兽药及饲料产品销售、预付卡纠纷、诊疗过程不透明等相关问题,由此指出各自的应对策略,并提出了完善宠物诊疗机构资质审核和管理,加大宠物诊疗环节执法力度,加强法律法规宣传和培训,完善宠物医疗事故赔偿制度,探索建立纠纷调解机制等建议,以期为广大同行提供参考.
Abstract
Complains and reports against pet diagnosis and treatment activities are increasing with the development of urban pet economy.In the paper,based on such complaints and reports in central China in 2023,problems involved were sorted out,including the qualification of the clinics,the qualification of licensed veterinarians,the sale of veterinary drugs and feed products,disputes from pre-paid cards and unclear diagnosis and treatment process,etc.,followed by pointing out the corresponding strategies.At last,recommendations were put forward,including improvement of audit and management of the qualification of pet clinics,further enforcement efforts for pet diagnosis and treatment activities,and awareness improvement and training on laws and regulations,completion of compensation system for pet medical accidents and development of dispute mediation mechanism,aiming to provide a reference for the peers.
