摘要
为选择进境动物及动物产品检疫系统有效阻断疫病传入的重要评价指标,采用以文献研究为主的方法,收集进境动物及动物产品检疫全过程的相关信息和数据,分析我国口岸检疫系统阻断外来动物疫病传入的各项措施,综合口岸检疫的法定性,并参考国际通用的监测系统评价指标,最终选取了 5 个一级指标和 18 个二级指标,涵盖了口岸检疫的准入可靠性、覆盖率、敏感性、时效性和信息交流度等 5 个方面,为构建进境动物及动物产品检疫系统综合指标评价体系奠定了基础.
Abstract
In order to select key indicators evaluating entry animal and animal product quarantine system to effectively block possible introduction of animal diseases,relevant information and data were collected mainly by literature research method in the whole quarantine process of entry animals and animal products to analyze all measures adopted by China's port quarantine system to block introduction of exotic animal diseases.5 primary and 18 secondary indicators were finally selected referring to internationally common indicators evaluating monitoring system as well as taking the legality of port quarantine into account,covering access reliability,coverage,sensitivity,timeliness and level of communication,which laid a foundation for the construction of a comprehensive indicator system evaluating entry animal and animal product quarantine system.
