摘要
近年来,宁夏兽医社会化服务建设取得一定成效,通过科学谋划、规范运行,强化监管、压实责任,培育主体、提升能力,扶持发展、稳定队伍,严格考评、确保质量等一系列做法,全力推动兽医社会化服务事业发展壮大.但在发展过程中仍存在政府支持力度不够,监管机制及监管覆盖面不全面,服务组织服务能力仍待提升等不足.今后需持续强化政策扶持、规范运行监管、提升服务能力.宁夏购买兽医社会化服务的这些做法可为我国兽医社会化服务建设提供参考.
Abstract
In recent years,the construction of veterinary socialized services had received certain outcomes in Ningxia Hui Autonomous Region Center(hereafter referred to as Ningxia),and developed through a series of practices including scientific planning,standardized operation,strengthened supervision,definition of responsibility,training of principal subjects,improvement of capacity,support for development,stabilization of human resources,strict evaluation and quality assurance,although there were such shortages as insufficient support from government,limited regulatory mechanism and coverage,poor capacity of the organizations delivering services,etc.It was recommended to further strengthen policy support,standardize operation and supervision,and to improve the capacity delivering services.The practices related to the purchase of veterinary socialized services in Ningxia could be used as a reference for the construction of veterinary socialized services in China.
