'What are Party regulations'is the primary question in the study of Party regulations.The taxonomic concept tries to accommodate Party regulations as'irregular things'by reconstructing the classification system and has developed a variety of doctrines arguing that'Party regulations are law',but also faces the difficulties of diluted meaning and paradigm dependency.The interpretive concept approach asserts that the answer to the'what'of a value-bearing concept is embedded in the best interpretation of what it'ought to be'.Party regulations are a set of institutional systems with the principle of advancedness and the principle of leadership as unifying values.Therefore,the interpretation of the connotation of advancedness and leadership should reach a mutually supportive and coherent relationship,in order to provide the best justification for the overall practice of Party regulations.The interpretive concept is a kind of conceptual progression with embedded rules of reasoning,providing an intrinsic benchmark and methodological guarantee for the scientific understanding and practice of Party regulations,and thus represents a superior conceptual proposition.
