摘要
目前"互联网+"公共卫生服务应用发展迅速,但缺乏相应的数据标准,导致建设过程困难,此外"互联网+"公共卫生服务应用兼具公益性和商业性,涉及多方利益主体和利益相关者,导致其发展模式不完善、供需匹配性差、可持续性不足.为此,本文选取了上海市健康云平台和疫苗综合管理平台2个案例,分析"互联网+"公共卫生服务的难点、解决方案和应用取得的成效.在此基础上,总结"互联网+"公共卫生应用的特征,并提出相应的对策建议,为我国其他城市及全球城市"互联网+"公共卫生提供可借鉴的理论和方案.
Abstract
At present,the application of"Internet+"in public health services is developing rapidly,but there is a lack of appropriate data standards,leading to difficulties in the construction process.In addition,the application of"Internet+"in public health services has both public welfare and commercial characteristics,involving multiple stakeholders and interested parties,resulting in imperfect development models,poor supply-demand matching,and insufficient sustainability.In this context,this paper selects two cases,the Shanghai Health Cloud Platform and the Vaccine Comprehensive Management Platform,to analyze the difficulties,solutions,and effectiveness of"Internet+"public health services.On this basis,the characteristics of"Internet+"public health applications are summarized,and corresponding countermeasures and suggestions are proposed to provide a reference for the theory and solutions of"Internet+"public health in other cities in China and global cities.
