摘要
近年来,新型生物威胁不断出现,生物安全问题引起社会的广泛关注.英国在2018年建立《英国国家生物安全战略》经修订后,2023年6月出台新版生物安全战略.该战略提出了英国新的愿景、使命、成果和计划,并从了解、预防、发现以及响应4个方面给出了行动方案,以保护英国国家利益免受重大生物威胁的影响,提高生物安全的应急、响应能力.本文介绍了 2023年《英国国家生物安全战略》的主要内容框架并进行思考,以期为我国的生物安全战略建设和发展提供借鉴.
Abstract
In recent years,the emergence of novel biological threats has brought biosecurity issues to the forefront of societal concerns.The United Kingdom established the UK Biological Security Strategy in 2018,and after revisions,a new version was published in June 2023.The strategy presents the UK's new vision,mission,outcomes,and plans,and provides action plans from four perspectives:understanding,preventing,detecting,and responding to major biological threats to protect the UK's national interests and enhance biosecurity emergency preparedness and response capabilities.This article introduces the main contents and framework of the 2023 UK Biosecurity Strategy in detail,and reflects on its implications to provide a reference for the construction and development of China's biosecurity strategy.
