摘要
将健康融入所有政策(Health in All Policies,HiAP)是我国新时期卫生与健康工作方针的重要内容.通过梳理分析A省此次突发公共卫生事件跨部门联防联控实践经验,发现各政府部门围绕职能分工、利用自身优势资源密切协同配合,充分体现出HiAP策略的协同共治理念.但在跨部门具体合作过程中存在信任缺失,无法达成健康共识;关系松散,部门间的交流互动程度和集体认同感下降;沟通不畅,影响跨部门合作的成效性和便捷程度等问题.未来HiAP实施应围绕以下策略和路径展开:统一政府部门健康价值观,提高健康相关部门的"健康信仰";建立跨部门协调机制,调和矛盾与冲突;优化卫生人才结构和培养利用,增强跨部门行动能力.
Abstract
"Health in All Policies(HiAP)"is an important content of China's health work guiding principle in the new era.Through combed and analyzed the cross departmental joint prevention and control practical experience during this public health emergencies in A province,it is found that all government departments,centering on the division of functions,make use of their own advantages and resources,closely cooperate,and fully reflect the concept of collaborative governance in the HiAP strategy.However,in the specific cross departmental cooperation process,lack of trust making it difficult to reach a healthy consensus.Loose relationships lead to a decrease in communication and interaction between departments,as well as a decrease in collective identity.Poor communication can affect the effectiveness and convenience of cross departmental cooperation.The implementation of HiAP in the future should revolve around the following strategies and paths:unifying the health values of government departments,and enhancing the"health beliefs"of health related departments.Establish a cross departmental coordination mechanism to reconcile conflicts and contradictions.Optimize the structure and cultivation of health talents,and enhance cross departmental action capabilities.
