摘要
各地区的卫生健康行政部门大多已采取梳理制定"五张清单"、完善行政裁量权基准制度、推进信用修复工作等多种方式优化营商环境,但在推行的过程中仍面临执法人员缺乏优化营商环境的主动性、"五张清单"亟待完善、自由裁量基准未能统一、信用修复普及不够、"互联网+监管"模式运行不畅、联合执法落实不到位等困难.基于卫生行政执法过程对优化营商环境的现状、难点进行分析,提出各地区卫生健康行政部门应采取及时修订相关标准制度、推进"智慧卫监"、打造线上培训平台、建立回访机制等措施,提高执法效能,了解管理服务对象需求,对被监督单位做到"无事不扰",营造良好的法治化营商环境.
Abstract
Most of the health administrative departments around the country have adopted various ways to optimize the business environment,such as combing and formulating the"five lists",improving the benchmark system of administrative discretion,and promoting credit repair work.However,in the process of implementation,there are still some difficulties,such as the lack of initiative of law enforcement personnel to optimize the business environment,the urgent need to improve the"five lists",the failure to unify the discretionary benchmark,the insufficient popularity of credit repair,the poor operation of the"Internet+supervision"model,and the inadequate implementation of joint law enforcement.Based on the process of health administrative law enforcement,it analyzes the current situation and difficulties of optimizing the business environment,and proposes that local health administrative departments should adopt measures such as timely revision of relevant standards and systems,promotion of"smart health supervision",building online training platforms,and establishing return visit mechanisms to improve the efficiency of law enforcement,understand the needs of management service objects,and achieve"no trouble"for the supervised units to create a sound business environment governed by the rule of law.
