摘要
当前慢性非传染性疾病成为致残、致死的主要疾病负担,同时新发传染病不断出现,传统传染病依旧威胁人民健康.构建一个有效的疾病监测及预警体系对于提高应对突发公共卫生事件的能力至关重要,也是开展医防融合创新行动的主要内容.通过发挥区域性健康医疗大数据平台的作用,遴选区域性重点监测疾病.挖掘检查检验、预防接种、健康体检等多来源数据,发现高敏感性指标;挖掘疾病间的相互关系,筛选一组强相关病种,拓宽疾病监测渠道;挖掘疾病共病模式和疾病轨迹,构建疾病监测预警的多点触发机制.多渠道和多点触发的疾病监测预警体系是医防协同、医防融合的主要突破点,有助于破除过去单一依靠监测病例作为公共卫生疾病监测的弊端,实现疾病监测由被动(事后)监测向主动(事前)监测的转变,助力健康中国战略的实施.
Abstract
Currently,chronic non communicable diseases have become the main burden of disability and death,while new infectious diseases continue to emerge.Traditional infectious diseases still threaten people's health.Building an effective disease monitoring and early warning system is crucial for improving the ability to respond to public health emergencies,and is also the main content of carrying out innovative actions for medical and prevention integration.Leveraging the role of regional health and medical big data platforms,to select key regional monitoring diseases.Digging data from multiple sources such as inspection and testing,vaccination,and health examinations,to discover high sensitivity indicators;exploring the interrelationships between diseases,to screen a group of strongly correlated diseases,and expand disease monitoring channels;exploring comorbidity patterns and disease trajectories,to construct a multi-point triggering mechanism for disease monitoring and warning.The multi-channel and multi-point triggered disease monitoring and early warning system is the main breakthrough point of medical and prevention collaboration and integration.It helps to overcome the shortcomings of relying solely on monitoring cases as public health disease monitoring in the past,achieve the transformation of disease monitoring from passive(post)monitoring to active(pre)monitoring,and assist in the implementation of the Healthy China strategy.
