我国传染病医院的发展历程与政策建议

摘要
传染病医院是我国疾病预防控制事业建设和发展的骨干力量,通过文献研究和访谈法得出,我国传染病医院发展主要经历四个阶段:快速发展期、停滞期、瓶颈期和高质量发展期,其功能定位随着疾病谱的变化和患者的健康需求而不断调整.目前,我国传染病医院的发展面临着人才缺乏、综合能力不足、运营困难等方面的问题.因此,建议中央政府应重视传染病医院的建设和发展,明确顶层设计规划与投入保障机制等;地方政府制定传染病医院发展的地方性政策,加强疾病预防控制体系建设;医院要抓住改革发展新机遇,加强自身专业能力建设.
Abstract
Infectious disease hospitals are the pivotal part of the construction and development of disease control in our country.Through literature review and interviews,concludes that the development of China's infectious disease hospitals has mainly gone through four stages:rapid development,stagnation,bottleneck,and high-quality development.Their functional positioning is continually adjusted in response to the changing spectrum of diseases and the health needs of patients.However,they currently face developmental issues in areas such as lack of talent,lack of comprehensive capabilities,and operational difficulties.Therefore,this article suggests that the central government should increase its focus on infectious disease hospitals,clarify top-level design and ensure investment mechanisms.Local governments should formulate local policies for the development of infectious disease hospitals and strengthen the construction of disease prevention and control systems.Hospitals need to seize new opportunities for reform and development and strengthen their professional capacity-building.
