摘要
通过分析重庆市疾病预防控制机构卫生应急能力建设现状,聚焦存在的主要问题,提出以疾病预防控制机构改革为契机,加快健全完善卫生应急管理部门职能职责;构建灵活高效的应急队伍考核和奖惩机制;建立健全应急队伍管理长效机制;加强政府经费投入,提升卫生应急综合保障能力等对策和建议,为强化重庆市疾病预防控制机构卫生应急能力建设提供理论和决策支撑.
Abstract
By analyzing the current situation of health emergency capacity construction of disease control and prevention institutions in Chongqing,focusing on the main problems,some countermeasures and suggestions have been proposed,including taking the reform of disease control and prevention institutions as an opportunity,to accelerate the improvement of the functions and responsibilities of the health emergency management department;building a flexible and efficient assessment and incentive mechanism for emergency teams;establishing a long-term management mechanism;strengthening government funding to enhance the construction of comprehensive health emergency support capabilities.It provides theoretical and decision supports for strengthening the construction of the health emergency capacity construction of Chongqing's disease control and prevention institutions.
