渭南市县级疾病预防控制机构卫生资源聚集度分析

摘要
目的 全面了解渭南市县级疾病预防控制(以下简称疾控)机构基线建设进展和区域间的均衡性情况,为推进渭南市疾控体系标准化建设提供科学依据.方法 结合文献检索、问卷调查等方法收集2023年渭南市10家县级疾控机构人员、仪器设备、用房面积以及检验能力等资料并进行分析,采用卫生资源聚集度方法分析卫生资源配置的均衡性.结果 渭南市10家县级疾控机构专业技术人员占比低于85.00％,A类仪器设备配置率低于90.00％,用房面积仅华阴市达标,卫生资源聚集度按地理面积分布公平性较弱,为51.25％,综合区域面积和人口数分析各地区之间相差较大(HRAD-PDA＜0).结论 渭南市各县级疾控机构在不同领域的建设能力尚有不足.为尽快完善疾控体系建设,应统筹规划疾控机构的职能定位,建立稳定、高素质的疾控专业人才队伍,更新各县级疾控机构的设施设备,完善检测能力,促进疾控事业的可持续发展.
Abstract
Objective To comprehensively understand the progress of baseline construction in county-level Center for Disease Control and Prevention(CDC)in Weinan City and the balance between regions,provide scientific basis for promoting the standardized construction of the disease control system in Weinan City.Methods Combining methods such as literature retrieval and questionnaire surveys,data on personnel,equipment,floor area,and testing capabilities of 10 county-level disease prevention and control institutions in Weinan City in 2023 were collected and analyzed.The concentration degree of health resources method was used to analyze the balance of the allocation of health resources.Results In Weinan City,the proportion of professional technical personnel in 10 county-level CDC institutions was less than 85.00％,the allocation rate of Class A instruments and equipment was below 90.00％,and the adequacy of office space only met standards in Huayin City.The concentration degree of health resources,based on geographic distribution,indicated weak fairness at 51.25％.Analysis of regional differences in area and population showed significant disparities(HRAD-PDA＜0).Conclusion The construction capabilities of county-level disease control institutions in different fields in Weinan City are still insufficient.To improve the construction of the disease control system as soon as possible,it is necessary to coordinate the functional positioning of disease control institutions,establish a stable and high-quality team of disease control professionals,update the facilities and equipment of county-level disease control institutions,improve testing capabilities,and promote the sustainable development of disease prevention and control.
