江苏省0～3岁婴幼儿托育服务利用现状及需求研究

摘要
目的 分析江苏省家庭托育服务利用现状和需求,提出政策建议.方法 采用分层随机抽样的方法选取3 053组0～3岁婴幼儿家庭作为调查对象,并进行问卷调查,采用多因素二元logistic回归模型分析托育服务利用现状及影响因素.结果 江苏省托育服务利用率为44.8％,婴幼儿18～36个月时服务利用率快速上升,比例从23.2％升到59.0％.家庭照护的主要困境是"养育孩子的经济负担""没有时间照顾孩子",分别占65.1％、61.0％.45.1％的家庭托育花费为1 000～2 000元/月.不同居住区域家庭的托育服务需求和服务利用比较,差异有统计学意义(x2=171.221,P＜0.05).结论 应根据婴幼儿年龄进行精准细化支撑,加大普惠力度,提高质量,补齐县城和乡村供给短板.
Abstract
Objective To analyze the demand and current situation of utilization of care service in families and to put forward policy suggestions.Methods Using stratified random sampling method,3 053 families with infants and children aged 0 to 3 years old were selected as the subject of investigation and to conduct a questionnaire survey,multivariate logistic regression analysis were used to analysis the influential factor of the family's current situation and utilization of care service.Results The utilization rate of care services was 44.8％;the proportion of infants and children aged 18-36 months who used family childcare services increased rapidly,from 23.2％to 59.0％,and families care cited"financial burden of raising children"and"lack of time to take care of children"as the main difficulties,accounted for 65.1％,61.0％respectively.45.1％of families spent 1 000 to 2 000 yuan per month on care service.There were significant statistical differences in the demand and the proportion of care services among the families in different residential regions(x2=171.221,P＜0.05).Conclusion It is suggested that the support for family care should be accurately refined according to infants at different ages;inclusiveness and the quality should be improved and the supply gaps in county and rural areas should be filled.
