杭州市电动自行车骑乘人员违法行为路边观测研究
Roadside observation study on illegal behavior of electric bicycle riders of Hangzhou

摘要
目的 了解杭州市电动自行车骑乘人员交通违法行为发生情况,进一步规范管理电动自行车安全行驶.方法 在2021年6-7月期间,采用非参与式观察法和半结构化访谈法,分别在杭州市建德市和上城区开展调查.结果 期间共观测到骑行者99 407人,其中未正确佩戴头盔13 895人次(13.98%)、未佩戴头盔7 148人次(7.19%)、闯红灯4 238人次(4.26%);在不同时间段内,骑行者交通违法行为发生情况差异有统计学意义(P<0.01),骑行者未正确佩戴或未佩戴安全头盔发生率最高的时间段为11:00-12:59(26.05%);共观测到乘客7 896人,其中3 338人正确佩戴头盔,正确佩戴率为42.27%.结论 杭州市电动自行车骑乘人员存在未正确佩戴安全头盔、闯红灯等交通违法行为,并且在地区上和时间上存在分布差异.相较于建德市,上城区电动自行车交通违法行为发生频率较高.
Abstract
Objective To find out the occurrence of illegal behaviors of electric bike riders in Hangzhou,further standardize and manage the safe driving of electric bicycles.Methods Non-participatory observation and semi-structured interview were adopted to conduct the survey in Jiande County and Shangcheng District of Hangzhou respectively from June to July 2021.Results A total of 99 407 riders were observed,including 13 895(13.98%)who did not wear helmets correctly,7 148(7.19%)who did not wear helmets,and 4 238(4.26%)who ran red lights.The difference in the occurrence of traffic violations among cyclists in different time periods was statistically significant(P<0.01),the highest incidence of cyclists not wearing safety helmets correctly or not wearing safety helmets was from 11:00-12:59(26.05%).A total of 7 896 passengers were observed,and only 3 338 passengers wore helmets correctly,with a correct wearing rate of 42.27%.Conclusion Electric bicycle riders in Hangzhou have illegal traffic behaviors such as incorrect wearing of safety helmets and running red lights,and there are differences in distribution in terms of region and time.Compared with Jiande County,the frequency of illegal behavior in Shangcheng District is higher.
