摘要
近年来,滨州市进行了医防融合的积极探索,通过建立健全医防融合组织体系、依托"医共体"优化医防融合服务机制、建立医防优势互补与联动机制、建立医防人员柔性流动机制、建立医防协同的传染病与突发公共卫生事件多点触发预警机制,取得了一定成效,主要体现在:进一步完善了医疗机构公共卫生工作机制、优化了基层卫生服务供给、做优做实了公共卫生服务、转变医疗机构服务理念等.但还存在融合度不足、缺乏激励机制、筹资机制不健全、信息化建设滞后等问题,提出加快复合型卫生人才培养、健全医防融合支持性制度、加快信息化建设等建议,以推动滨州市基层医防融合工作提质增效,助力健康滨州建设,并为健康中国建设提供借鉴.
Abstract
In recent years,Binzhou City has actively explored the integration of medical and preventive measures,by establishing a sound organizational system for medical and preventive integration,optimizing the service mechanism for medical and preventive integration based on the"medical community",establishing a complementary and linkage mechanism for medical and preventive advantages,establishing a flexible flow mechanism for medical and preventive personnel,and establishing a multi-point triggering warning mechanism for infectious diseases and sudden public health events through medical and preventive coordination,certain achievements have been obtained,mainly reflectec in further improving the public health work mechanism of medical institutions,optimizing the supply of grassroots health services,optimizing and implementing public health services,and transforming the service concept of medical institutions.However,there are still problems such as insufficient integration,lack of incentive mechanisms,incomplete financing mechanisms,and lagging information construction.Suggestions are proposed to accelerate the cultivation of composite health talents,improve the supporting system for medical prevention integration,and accelerate information construction,promote the integration of grassroots medical and preventive measures in Binzhou City to improve quality and efficiency,assist in the construction of a healthy Binzhou,and provide reference for the construction of a healthy China.
