摘要
目的 从政策协同视角出发,从城市自身、央地两个层面探究30个DRG试点城市政策目标和政策工具的协同情况.方法 借助文本挖掘法构建政策评价维度,利用政策一致性指数模型构建投入产出表,绘制政策一致性曲面图,并通过相关性分析对国家与各试点城市的协同度进行测算.结果 在政策评价方面,吉林、西宁、无锡、青岛、上海、庆阳表现较为良好,在整体政策质量与各指标均衡方面有着较优的表现,而影响政策质量的关键在于管理措施方面;在央地协同方面,多数城市协同度良好,在政策层级、政策视角、管理措施、基础建设、政策评价、政策公开方面基本保持了与国家较高的一致性程度,政策性质、政策时效和核心要素等仍有待提高.结论 DRG试点城市建立起了初步的政策体系,但是各试点城市的政策质量与央地协同不一,部分城市发展较优.未来应当借鉴示范点经验,提升政策质量,同时推动宏观与微观政策的深度融合,进一步推动国家、地方政策的协同发展.
Abstract
Objective To explore the synergy of policy objectives and policy tools of the 30 DRG pilot cities from the perspective of policy synergy at the level of the cities themselves and at the level of the central government.Methods The policy evaluation dimensions were constructed with the help of text mining method,the input-output table was constructed with the policy modelling consistency index(PMC),the PMC surface diagram was plotted,and the synergy between the state and each pilot city was measured by correlation analysis.Results In terms of policy evaluation,Jilin,Xining,Wuxi,Qingdao,Shanghai and Qingyang performed better,with better performance in overall policy quality and balance of indicators,and the key to affecting policy quality lied in management measures;in terms of central-local synergies,most of the cities had better synergies,and basically maintained higher synergies with the state in terms of policy hierarchy,policy perspectives,management measures,infrastructural construction,policy evaluation,and policy disclosure,the nature of the policy,policy timeliness and core elements still needed to be improved.Conclusion DRG pilot cities have established a preliminary policy system,but the policy quality of each pilot city varies in synergy with the central government,and some cities have better development.In the future,the experience of the demonstration sites should be taken into account to improve the quality of policies,while promoting the deep integration of macro and micro policies to further promote synergistic development at the national and local levels.
