三医协同治理视角下降低患者就医负担研究——以天津市为例

摘要
降低患者医疗负担是我国医疗保障制度建设所关注的重点,也是党的二十大提出需要解决的民生问题之一.党的二十大提出的"深化医药卫生体制改革,促进医保、医疗、医药协同发展和治理"为完善医保综合治理、降低患者负担提供了政策指引.结合党的二十大精神及天津市市委部署,聚焦"十项行动"对医疗机构费用数据分析处理以及内部控制模式深入挖掘,系统总结天津市医疗费用负担整体变化,分析影响医疗费用控制的因素,并从构建价值认同机制、推进医疗价格优化、强化激励约束引导、落实监督监控机制4个层面提出优化建议,以期为控制医疗费用、降低患者负担的路径优化提供参考.
Abstract
Reducing the medical burden of patients is the focus of China's medical security system construction,and it is also one of the key livelihood issues proposed by the 20th National Congress of the Communist Party of China.The 20th National Congress of the Communist Party of China proposes to deepen the reform of the medical and health system,promote the coordinated development and governance of medical insurance,medical care,and medicine.This provides a policy guidance to reducing the burden on patients and improving comprehensive management of medical insurance.Based on the spirit of the 20th National Congress of the Communist Party of China's and the deployment of the Tianjin Municipal Party Committee,it will focus on the analysis and processing of medical institution expense data and in-depth exploration of internal control models through the"Ten Actions",systematically summarizes the overall change of the burden of medical expenses in Tianjin,analyzes the factors affecting the control of medical expenses.Optimization suggestions are put forward from four aspects:building a value recognition mechanism,promoting medical price optimization,strengthening incentive and constraint guidance,and implementing supervision and monitoring mechanism,in order to provide reference for optimizing the path of controlling medical costs and reducing patient burden.
