摘要
目的 评价2023年天津市DRG支付方式改革33家试点三级医院的运行效率,为优化区域医疗卫生资源配置提供政策建议.方法 运用数据包络分析法的BCC模型评价分析试点医院的投入产出效率指标.结果 试点医院的综合效率平均值为0.889,总体上处于较高水平.其中15家医院的综合效率有效,占样本总数的45.46％;18家医院的综合效率无效,占样本总数的54.54％.DRG运行效率评价结果在各个试点医院之间存在较大差异,部分医院并未完全实现资源的充分利用.结论 数据包络分析效率评价在DRG支付方式改革下为医院管理、政策制定和医疗服务改进提供了一种科学有效的分析工具.建议加强对医院资源配置的管理,创新医院资源管理与发展模式,促进DRG支付体系下医院运行效率的全面提升.
Abstract
Objective To evaluate the operation efficiency of 33 pilot tertiary hospitals in Tianjin the reform of DRG payment methods in 2023,and to provide policy suggestions for optimizing the allocation of regional medical and health resources.Methods The BCC model of data envelopment analysis was used to evaluate and analyze the input and output efficiency indexes of pilot hospitals.Results The average comprehensive efficiency of pilot hospitals was 0.889,which was generally at a high level.Among them,the comprehensive efficiency of 15 hospitals was effective,accounting for 45.46％of the total sample,and the comprehensive efficiency of 18 hospitals was ineffective,accounting for 54.54％of the total sample.The evaluation results of DRG operation efficiency were quite different among the pilot hospitals,and some hospitals had not fully realized the full utilization of resources.Conclusion Data envelopment analysis efficiency evaluation provides a scientific and effective analysis tool for hospital management,policy formulation and medical service improvement under the reform of DRG payment methods.It is suggested to strengthen the management of hospital resource allocation,innovate hospital resource management and development mode,and promote the overall improvement of hospital operation efficiency under DRG payment system.
