摘要
为了逐步推进公共卫生资源下沉,建立公共卫生机构和基层医疗卫生机构协同发展机制,常州市武进区疾病预防控制中心和前黄镇寨桥卫生院探索开展了江苏省首家"疾控中心+基层医疗机构"医防联合体建设.通过采取"医防联合"工作机制、"1+1+N"队伍体系、"主动服务、技术下沉"服务模式、"双向联动"的反馈机制、"医防融合"一体化服务模式等举措,推动疾病预防控制中心主动融入医共体建设发展.医防联合体项目开展以来,整个机制运转流畅、项目实施效果显著、医防融合项目有序开展.在不断融合的基础上,逐渐形成了一套可复制、可推广的新模式,为落实疾病三级预防和连续管理、提升区域公共卫生服务能力、促进全区卫生事业高质量可持续发展提供了新思路.
Abstract
In order to gradually promote the sinking of public health resources and establish a collaborative development mechanism between public health institutions and grassroots medical and health institutions,Wujin District Center for Disease Control and Prevention(CDC)of Changzhou and Zhaiqiao Health Center of Qianhuang Town explored and carried out the construction of the first"CDC+grassroots medical and health institutions."medical and prevention consortium in Jiangsu Province.Through the establishment of the"medical and prevention joint"working mechanism,the"1+1+N"team system,the"active service,technology sinking"service model,the"two-way linkage"feedback mechanism,the"medical and prevention integration"integrated service model and other measures,the CDC had been promoted to actively integrate into the construction and development of the medical community.Since the implementation of the project,the whole mechanism had been running smoothly,the implementation effect of the project was remarkable,and the integration project of medical and prevention had been carried out in an orderly manner.On the basis of continuous integration,a new model that could be replicated and promoted had been gradually formed.It provided a new idea for implementing the three-level prevention and continuous management of diseases,improving the regional public health service capacity,and promoting the high-quality and sustainable development of the regional health service.
