摘要
目的 构建应用型公共卫生人才核心胜任力评价指标体系,为我国公共卫生人才培养模式探索提供思路.方法 采用文献研究与政策文本分析、半结构式访谈等研究方法初步构建指标体系,运用德尔菲法最终确定指标体系及其权重.结果 来自医学院校、疾病预防控制中心、慢性病防治院的18名专家参与咨询,最终确定指标体系由4项一级指标、10项二级指标及68项三级指标构成.结论 构建的应用型公共卫生人才核心胜任力指标体系具有科学性和可靠性,可为公共卫生人才培养、评估与考核提供参考依据,也可为公共卫生教育事业发展提供新方向.
Abstract
Objective To construct a core competency index system for the application oriented public health professionals,provide insights for the exploration of China's public health talent cultivation models.Methods Literature and policy analysis,semi-structured interviews were utilized to construct index system preliminary,Delphi method was utilized to determine the index system and the weights.Results Eighteen experts from schools of public health,schools of management at medical university,center for disease prevention and control,chronic disease management institutions participated in the consultations.The final index system consisted of 4 primary indicators,10 secondary indicators,and 68 tertiary indicators.Conclusion The core competency index system for the application oriented of public health professionals is scientifically and reliably.It can serve as a reference for the training,evaluation and assessment of public health professionals,as well as provide new directions for the development of public health education.
