摘要
目的 分析慈溪市各区域相关机构疾病预防控制人力资源配置现状及公平性,为优化疾病预防控制人力资源配置提供参考.方法 采用问卷法和问询法调查,描述分析区域疾病预防控制人力资源现状.采用洛伦兹曲线、基尼系数评价各区域疾病预防控制人力资源配置公平性.结果 按人口分布,各区域卫生技术人员、在岗疾病预防控制人员、护理专业人员、公共卫生专业人员、在编疾病预防控制人员、执业(助理)医师、临床专业人员、其他技术人员的基尼系数分别为0.0759、0.0816、0.1088、0.1174、0.1223、0.164 8、0.1991、0.556 0;上述按土地面积分布基尼系数分别为0.366 1、0.355 9、0.267 4、0.430 4、0.424 6、0.458 6、0.439 1、0.412 6;按人口分布的洛伦兹曲线接近绝对公平线,按土地面积的偏离程度较大.结论 慈溪市各区域相关机构疾病预防控制人力资源配置存在差异,按人口配置公平性优于按土地面积配置公平性.应缩小区域间差距,促进各区域协调发展,兼顾地理布局的公平性.
Abstract
Objective To analyze the current situation and fairness of human resource allocation for disease prevention and control in relevant institutions in various regions of Cixi City,and provide reference for optimizing human resource allocation for disease control.Methods Conducting a survey by using questionnaire and inquiry methods to describe and analyze the current situation of human resources for regional disease control.Using Lorentz curve and Gini coefficient,to evaluate the fairness of human resource allocation for disease control in various regions.Results According to population distribution,the Gini coefficients for health technicians,on duty disease control personnel,nursing professionals,public health professionals,on staff disease control personnel,practicing(assistant)physicians,clinical professionals,and other technical personnel in each region were 0.075 9,0.081 6,0.108 8,0.117 4,0.122 3,0.164 8,0.199 1 and 0.556 0,respectively.The Gini coefficients for land area distribution were 0.366 1,0.355 9,0.267 4,0.430 4,0.424 6,0.458 6,0.439 1 and 0.412 6,respectively.The Lorentz curve for population distribution was close to absolute fairness.The Lorentz curve deviated significantly by geographical area.Conclusion There are differences in the allocation of human resources for disease control among relevant institutions in the Cixi City region,and fairness in population allocation is better than fairness in geographical area allocation.It is recommended to narrow the gap between regions,promote coordinated development among different regions,and balance the fairness of geographical layout.
