Objective To objectively assess the biosafety capabilities of countries in preventing and controlling emergency epidemics,and to provide a basis for deeply recognizing the shortcomings of the capabilities of each country and improving and perfecting them to effectively respond to the next threat of epidemics.Methods Based on the 4R model of crisis management,a core biosafety capabilities evaluation indicator system was constructed for the prevention and control of emergency epidemics,comprehensive evaluation and analysis of the prevention and control capacity of infectious diseases in 20 major countries in the world by principal component analysis,independent weight method and K-means cluster analysis.Results An evaluation indicator system containing 4 first-,28 second-level indicators was constructed;among the 20 countries evaluated,China had the highest comprehensive score of 1.44,followed by United States(1.16),Korea(0.77),Australia(0.74),Spain(0.64),and Japan(0.63);the clustering analysis of the comprehensive score of each country divided the 20 countries into 4 categories,among which China and United States performed the best and belongs to the 1st category.Conclusion The assessment results of this indicator system show that China's performance is more outstanding,and the analysis shows that strict containment measures are more effective than mitigation measures to a certain extent in the process of preventing and controlling emergency epidemics.
