摘要
当前,疾病预防控制体系与综合行政执法体系的改革,对我国卫生健康监督执法体系的建设产生了深远影响.基于卫生健康监督执法体系的建设现状,分析卫生行政执法建设面临的地位模糊、基层执法网底薄弱、执法管理模式利弊凸显、法治思维和法治方式相对欠缺等问题,有针对性地提出加强政府重视、做好顶层设计、筑牢基层网底、加强法律法规建设、拓展执法实践路径、厘清各部门间关系、加强行业自律与机构自治、完善法律法规宣传教育等系列措施,为进一步改革和完善卫生健康监督执法体系建设提供参考和借鉴.
Abstract
The current reform of the disease prevention and control system and the comprehensive administrative law enforcement system have a far-reaching impact on the construction of the comprehensive supervision and law enforcement system in the field of health in the future.Based on the current situation of the construction of the comprehensive supervision and law enforcement system of health,the problems faced by the construction of health law enforcement,such as the ambiguous status of law enforcement,the weak network of grassroots law enforcement,the prominent advantages and disadvantages of law enforcement management mode,and the relative lack of rule of law thinking and rule of law methods are analyzed.Targeted measures are proposed to strengthen the government's attention,do a good job of top-level design,build a solid grass-roots network,strengthen the construction of laws and regulations,enrich law enforcement practice paths,clarify the relationship between law enforcement departments,strengthen industry self-discipline and institutional autonomy,improve the publicity and education of laws and regulations,and provide references for further reform and improvement of the construction of a comprehensive health supervision and law enforcement system.
