我国特殊物品的出入境卫生检疫管理从相关法律法规单一到逐步完善清晰,从对每批次特殊物品的无差别审批查验到基于生物安全风险管理原则的分级分类管理,从各监管部门各行其事到全国相对统一规范化管理再到自贸区生物医药类特殊物品监管模式创新,至今已经走过40余年的历史.本文通过梳理特殊物品出入境卫生检疫监管历程及现状,对现行检疫监管模式面临问题提出合理化建议,为海关特殊物品卫生检疫监管提供新思路.
Abstract
It has been more than 40 years since the entry-exit health quarantine supervision of special items has changed from the single relevant laws and regulations to the gradual improvement and clarity,from the non discriminatory examination and approval of each batch of special items to the hierarchical and classified management based on the principle of biosafety risk management,from each regulatory department to the relatively unified and standardized management across the country,and then to the innovation of the regulatory mode of special items of biomedicine in the free trade area.Through sorting out the history and current situation of entry-exit health quarantine supervision of special items,this paper put forward reasonable suggestions on the problems faced by the current quarantine supervision,and provided new ideas for the Customs health quarantine supervision of special items.
