Study on the assessment standards for the core capabilities building in public health at domestic ports based on"state party self-assessment annual reporting tool"
"International Health Regulation(2005)"was promulgated by World Health Organization,aiming to help the international community prevent and respond to emergency public health risks,the core capabilities of ports were first proposed in this regulation.On May 14th,2007,China announced that"International Health Regulation(2005)"was applicable to the whole territory of China,and put forward the requirements for China to build the public health core capabilities at ports.The public health core capabilities at ports are the main capability for risk prevention and control of port public health,including communication and coordination capability,conventional capability,emergency response capability for public health emergencies of international concern.As the complexity of public health emergencies increases,the capabilities and quality of prevention and control have faced higher requirements and challenges.This paper combined the current assessment requirements of the constructions of core capabilities in China,and compared it with the"International Health Regulations(2005)"and"state party self-assessment annual reporting tool,second edition",which was recently promulgated by World Health Organization,to study the relevant assessment standard system for the construction of public health core capabilities at ports in China,providing an international perspective and strengthening the assessment ability for the construction of core capabilities at ports in China.
