党的二十大报告提出要健全公共卫生体系,提高重大疫情早发现能力,加强重大疫情防控救治体系和应急能力建设,有效遏制重大传染性疾病传播.海关承担口岸疫情防控的重要职责.本文以深圳口岸传染病疫情防控为切入点,探讨提出建设全国海关传染病疫情风险监测和预警中心,筑牢"境外—口岸—境内"三道防线,提升应急指挥、科技赋能等六大能力建设,探索打造新形势下精准高效的口岸疫情防控体系,为全国口岸做好常态化疫情防控提供思路.
Abstract
The report to the 20th National Congress of the Communist Party of China proposed to improve the public health system,improve the capacity for early detection of major epidemics,strengthen the system for prevention and control of major epidemics and the capacity for emergency response,effectively curb the spread of major infectious diseases.Customs is responsible for epidemic prevention and control at ports.Taking Shenzhen port's prevention and control on infectious diseases as the starting point,this paper put forward the idea of building a national Customs infectious disease epidemic risk monitoring and early warning center,building three defense lines of"outboard-port-onshore",improving six major capacities building such as emergency command,scientific and technological empowerment,exploring the construction of a precise and efficient port epidemic prevention and control system under the new situation,which provided a reference for the regular prevention and control at ports across the country.
