摘要
新冠病毒感染疫情还未远去,猴痘病毒又袭扰多国,截至2023年11月,中国内地累计确诊1 611例猴痘病例.由动物引发的疾病频繁发生,引起了公众的普遍担忧,如何进一步加强人兽共患病防控体系建设成为摆在健康中国新征程上的一道难题.本文以人兽共患病防控为联系点,简要介绍了我国卫生健康、农业、林业、海关等4个部门的机构改革和职能调整情况,分析了我国人兽共患病防控体系存在的主要问题,提出了新时代强化人兽共患病防控体系建设的意见.
Abstract
The COVID-19 pandemic has not subsided yet,and monkeypox virus(MPXV)is now affecting many countries.As of November 2023,there have been a total of 1,611 confirmed monkeypox cases in mainland China.The frequent occurrence of diseases caused by animals has caused widespread concern from the public.How to further strengthen the construction of zoonoses control and prevention system has become a difficult problem in the new journey of Healthy China.This paper takes zoonoses control and prevention as the contact point,provides a concise overview of the institutional reform and functional adjustment of the four departments of Health,Agriculture,Forestry and Customs,analyzes the main problems existing in the zoonoses control and prevention system in China,and gives some suggestions about strengthening the construction of zoonoses control and prevention system in the new era.
