To address the issue of optimizing the integrated transport structure in the underdeveloped regions in large scale space, taking the freight volume sharing rate as the entry point, the variability of each freight mode is taken into account. The coefficient of variation method is applied to assign weights to each impact indicator, and an Influ-Logit model with an improved utility function is constructed to analyze the freight volume sharing rate of road, rail and waterway transport in the region, taking Nigeria as an example. The results show that the ideal freight sharing rate of road, rail and waterways in Nigeria is 6∶3∶1.The model can reasonably optimize the freight allocation in large scale regions under the condition of lack of basic data, providing a theoretical basis for the planning and optimization of logistics systems in underdeveloped regions.
