Taking an apartment building project as an example,this paper explores the construction strategy and application method of the whole process cost management maturity evaluation model.16 evaluation indexes are selected from 5 stages of investment decision,design,bidding,construction and acceptance,and the weight of each index is determined by entropy weight method.Using the grey whitening weight function,the grading criteria were established,the evaluation grey classes were divided,the comprehensive clustering coefficients of 5 grey classes were obtained,and the maturity levels of indicators were judged according to the calculated results.The results show that the comprehensive clustering coefficient of the project is 0.4703,which belongs to the standard level,indicating that the whole process cost management is relatively standardized,but individual links still need to be improved.
