后格拉斯哥时代解决全球气候治理问题的有效途径,在于建立一个公正合理的全球治理机制,在于激发全球公众的责任意识共同合作来应对日趋严峻的气候环境问题,因此必须诉诸根本性的气候正义理论建构与实践指导.气候正义的应然状态,建立在多元主义法哲学理论基础之上,正是吸纳了罗尔斯正义论、内格尔的霍布斯主义理论、世界主义理论的全球正义学说,引入历史唯物主义与能力主义的思考,同时融合了国际帕累托主义理论的新发展,才让气候正义的内涵与外延更加丰富.面对全球气候正义实践的实然困境,中国面临的挑战与机遇并存,致力于树立负责任的大国形象,国家应坚持"两个共同体"思想的道德立场,以争取气候谈判话语权为宗旨,秉持两类国家区别对待的双轨思路,为解决气候正义的实践困境贡献中国智慧与方案.
Theoretical Dilemma of Global Climate Justice Practice in the Post Glasgow Era and China's Choices
The effective way to address global climate issues in post Glasgow era is to establish a fair and reasonable global governance mechanism,stimulate global public awareness of responsibility,and work together to address increasingly severe climate and environmental crisis.Therefore,it is necessary to resort to fundamental climate justice theory construction and practical guidance.The rightful state of climate justice is based on the theory of legal philosophy.It is the global justice theory that incorporates Rawls'theory of justice,Nagel's Hobbesian theory,and cosmopolitan theory,introduces the thinking of historical materialism and functionalism,and integrates the new development of international Pareto theory that enriches the connotation and extension of climate justice.Faced with the real dilemma of global climate justice practice,China faces both challenges and opportunities,and is committed to establishing a responsible image as a major country.The country should adhere to the moral stance of the"two communities"ideology,with the aim of striving for discourse power in climate negotiations,and adhere to the dual track approach of treating two types of countries differently,contributing Chinese wisdom and solutions to solve the practical dilemma of climate justice
