Historical Tracing and Practical Orientation of the Institutional Normative System of the Communist Party of China's self-Reform
The institution normative system of the Party's self-reform is a landmark achievement in the construction of the Communist Party of China(CPC)in the new era.Since the founding of the CPC,it has continuously deepened its understanding of the regularities and practical exploration of institutional governance.It has transformed the discourse of self-revolution into a vital system of institutional norms.Retracing the historical exploration of the CPC in advancing self-revolutionary institutional norms reveals four distinct periods.In the early stages during the new-democratic revolution,the focus was on establishing self-disciplinary regulations,inspection systems,consultation and reporting systems,and supervisory systems.The period of socialist revolution and construction witnessed intricate development,emphasizing behavioral norms for party leaders and establishing a sound internal supervision system to combat corruption.During the initial stages of the reform and opening-up era and the new period of socialist construction,there were efforts to reform mechanisms and strengthen institutional construction.As China entered the new era of socialism with Chinese characteristics,attention shifted to the key few,with coordinated internal and external institutional mechanisms.The power constraint mechanism became more robust,and institutional norms continued to improve.In advancing the new journey of self-revolution institutional norms,it is imperative to continually strengthen the CPC's institutional guarantees,persist in the gradual improvement of the supervision system,enhance political oversight of the"key few",effectively address the supervision of top leadership,uphold regular political inspections,and comprehensively facilitate the fight against corruption.
